About the Journal

CognitivaTech: Ingeniería de Software Inteligente y Sistemas Adaptativos is an international, peer-reviewed, Diamond Open Access scientific journal academically managed by the Facultad Técnica of the Universidad Técnica de Oruro, Bolivia. The journal publishes scholarly work in Spanish and English and uses external double-blind peer review for all article types listed below.

Aim

To publish rigorous and reproducible research that advances intelligent software engineering, artificial intelligence, adaptive systems, and computational technologies through new methods, architectures, algorithms, software processes, experimental validation, and responsible applications.

Scope

The journal welcomes manuscripts that make an original, methodologically sound, and clearly documented contribution in areas including:

  • software engineering methods, architectures, requirements, design, testing, verification, validation, maintenance, evolution, and software quality
  • artificial intelligence and machine learning methods with a clear computational or engineering contribution
  • intelligent, adaptive, autonomous, context-aware, and self-adaptive software systems
  • software analytics, mining software repositories, empirical software engineering, and evidence-based software engineering
  • AI-assisted software development, code generation, program analysis, testing, debugging, and developer-support systems
  • knowledge representation, intelligent agents, decision-support systems, recommendation systems, and computational intelligence
  • data engineering, trustworthy AI, explainability, robustness, privacy, security, fairness, and responsible AI engineering
  • cloud, edge, distributed, cyber-physical, Internet of Things, and embedded systems when the manuscript makes a substantive software or intelligent-systems contribution
  • human-computer interaction, adaptive interfaces, accessibility, and user-centered intelligent systems when supported by rigorous evaluation
  • computational models, optimization, simulation, and emerging computing technologies with clear relevance to software engineering or adaptive intelligent systems
  • replication studies, benchmarks, datasets, tools, and reproducibility studies that make a substantive scientific contribution to the journal fields

Types of Articles

The journal publishes four peer-reviewed article types: original, review, systematic review and brief communication.

Languages and Metadata

Manuscripts may be submitted in Spanish or English. The accepted article must include the title, abstract, and keywords in both Spanish and English. Author names, affiliations, ORCID identifiers, funding information, references, and other metadata must be complete and accurate.

Publication Frequency

The journal is published on a semiannual basis, with two issues per year. Issue 1 covers January 1 through June 30, and Issue 2 covers July 1 through December 31. Manuscript submission remains open throughout the year. Accepted articles are assigned to the corresponding semiannual issue after completion of peer review, editorial decision, copyediting, metadata preparation, and production.

Academic Ownership and Institutional Link

The journal is academically owned and managed by the Facultad Técnica of the Universidad Técnica de Oruro. The institutional relationship provides academic support and the resources necessary for journal operation. The journal maintains its own editorial governance and scientific decision-making procedures.

Editorial Independence

Institutional authorities, administrative units, funders, sponsors, technical service providers, and other external parties may not determine the scientific outcome of individual submissions. Editors assess manuscripts on scholarly merit, relevance to the journal, methodological and reporting quality, research integrity, and the evidence produced through peer review. The final decision to accept or reject a manuscript is made by the Editor-in-Chief. When the Editor-in-Chief has a conflict of interest, a non-conflicted Editor is formally designated as Acting Editor-in-Chief for that manuscript and conducts the decision independently.

Interoperability

The journal exposes structured metadata through the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). The journal OAI-PMH endpoint is https://cognitivatech.org/index.php/cognitivatech/oai. OAI-PMH supports metadata harvesting and interoperability; it is distinct from the journal's long-term preservation arrangements, which are described in the Digital Preservation and Interoperability Policy.
